Chief – Regulatory Affairs, Central Electricity Regulatory Commission (CERC)

Dr. S.K. Chatterjee is currently the Chief (Regulatory Affairs) at the Central Electricity Regulatory Commission (CERC) and has been at the forefront of power sector reforms, particularly regulatory reforms, since their inception in 1998. A Fulbright Scholar and post-doctoral research fellow at Harvard Kennedy School, USA, Dr. Chatterjee holds a Ph.D. in Management, an MBA in Finance, and a Master’s in Economics. He has authored and co-authored several influential books, including The Electricity Sector in India: Policy and Regulation (Oxford, 2012) and Renewable Energy in India: Economics and Market Dynamics (Sage, 2021). His research has been published in leading platforms such as the World Bank, NREL, Energy Policy, and The Electricity Journal. Dr. Chatterjee has played a pioneering role in shaping India’s power sector policies, including the Electricity Act, 2003, Renewable Energy Certificate mechanism, Real-Time Market, and Market-Based Ancillary Services. A key member of several committees under the Ministry of Power, CERC, and the Forum of Regulators, he is also a sought-after guest faculty at premier institutions in India and abroad. Recognized for his leadership in electricity market design and renewable energy policy, Dr. Chatterjee has been nominated as the first President of the Indian Association of Energy Economics.
